On 3 November, the Register of Guarantees of Origin completed its fourth year of operation. During this period, not only a dynamic growth of volumes could be observed, but also continued interest in membership in the Register both from domestic and foreign players. In the first year of operation of the Registry, the volume of guarantees trade was only slightly above 0.11 TWh, to reach the level of 0.88 TWh in the following year (from November 2015 to October 2016). Between November 2016 and October 2017, the transactions volume amounted to 1.46 TWh. The last 12 months brought as much as eightfold increase in the y/y volume, i.e. to the level of 12.10 TWh, which corresponds to 72% of the annual RES generation volume in the National Electricity Supply System. Monthly guarantee prices in 2018 ranged from 0.36 PLN/MWh (minimum price in January) to 0.55 PLN/MWh (maximum price in May). In October, the average price was PLN 0.41/MWh.
The Guarantee of Origin Register next to the Certificate of Origin Register is one of the key business lines of TGE. We are committed to both its development and the wider promotion of domestic guarantees abroad. That is why we are currently participating in works on the amendment of the RES Act aimed at joining AIB (Association of Issuing Bodies) and acceptance of Polish guarantees on the European market - said Piotr Listwoń, TGE’s Chief Operating Officer.
The Guarantees of Origin Register is not only addressed to RES generators, trading companies, brokers but also to all other parties interested in the confirmation of the origin of electricity from renewable sources. More than 420 companies, including 12 foreign entities, have put their trust in the Register since its launch.
What are guarantees of origin
The guarantees of electricity origin are an element of the EU's environmental policy aimed at disclosing the types of sources and fuels used for electricity generation. Since the labelling of electricity as such is not possible, a system of documents (guarantees) created at the time of electricity generation has been set up. The system of guarantees of origin covers only renewable energy sources (RES).
A guarantee of origin is issued by the Energy Regulatory Office for a period of 12 months from the end of electricity generation in a RES. Subsequently, it is transferred, in a digital format, to the GOR, and after the above-mentioned time period, the guarantee expires and is removed from the Register. The document has a unique number and validity date. As opposed to certificates of origin, the guarantees are not a commodity and are traded directly within the Register.
The Guarantees of Origin Register maintained by TGE offers the following features:
• for generators: loading of guarantees of origin to their accounts;
• for brokers: intermediation in sell/buy transactions for guarantees of origin;
• end customers: obtaining of the guarantees of origin.
