TGE RRM – Reporting Transactional Data according to REMIT requirements

The obligation to report transactional data

The provisions of the Regulation No 1227/2011 of the European Parliament and of the Council of 25 October 2001 on wholesale energy market integrity and transparency (REMIT) and Implementing Acts to this Regulation oblige the market participants to provide the Agency for the Cooperation of Energy Regulators with data regarding the orders and transactions placed and concluded on the wholesale energy market of electricity and gas.

Pursuant to the provisions of the Implementing Acts to REMIT, the obligation of reporting transactional data regarding the contracts concluded by organized trading platforms enters into force on October 7th 2015. From that day all participants of TGE energy and gas markets will be obliged to report their orders and transactions placed and concluded on these markets. However, the obligation to report OTC contracts enters into force on April 7th 2016.

Pursuant to the guidelines of REMIT and Implementing Acts, the reporting may be done only by the entities which obtain the status of a Registered Reporting Mechanism (RRM) in ACER.

The service of reporting transactional data through RRM TGE

The service of reporting through RRM TGE allows:

  • reporting of orders and transactions placed and concluded through organized trading platforms;
  • reporting of OTC transactions;
  • reporting transportation and fundamental data;

and therefore, the fulfillment of the obligations pursuant to Article 8 of REMIT.

The reporting service will be delivered through RRM within a scope defined in the implementing acts and in a format compliant with ARIS (ACER REMIT Information System), which is the central information system of ACER processing the data related to REMIT.

How to become a TGE RRM Member

We would like to inform you that any Market Participant may become a RRM TGE Member in terms of data reporting, in accordance with the RRM Regulations of the Polish Power Exchange.

To become a RRM TGE Member, there is need to complete and submit the application, while accepting the content of the RRM TGE Regulations.

For Brokerage Houses, it is the Brokerage House that files the application for membership in RRM TGE system, where also the data of its customers will be included. Therefore, a market participant who is not admitted to trading on the exchange and operates only through a Brokerage House (is its customer), should contact the BH within this respect. Contractual relationships between Brokerage Houses and their customers are beyond the subject of interest of TGE.
